A North Dakota ballot initiative group can gather signatures to put a proposal legalizing recreational marijuana to a statewide vote in the fall. Secretary of State Michael Howe gave approval to the effort on Thursday. The proposal would legalize recreational marijuana for people 21 and older to use at their homes and on private property. The measure also outlines numerous business regulations, prohibited uses and home cultivation of plants. Twenty-four states have legalized recreational marijuana. North Dakota voters rejected similar measures in 2018 and 2022, and a similar effort failed in the Legislature in 2021.

BNSF will become the second major freight railroad to allow some of its employees to report safety concerns anonymously through a federal system without fear of discipline. The Federal Railroad Administration announced Thursday that the railroad owned by Warren Buffett's Berkshire Hathaway had agreed to let its roughly 650 dispatchers participate in the program all the major railroads promised to join after last year's disastrous Norfolk Southern derailment in Ohio. Until NS became the first major railroad to sign on in January, all the major freight railroads had resisted joining because they wanted the ability to discipline workers who use the hotline in certain circumstances.

U.S. agriculture officials announced new nutrition standards for school meals that will limit added sugars for the first time. The Department of Agriculture issued final rules for the program that serves breakfast to more than 15 million students and lunch to nearly 30 million children every year. Limits on added sugars in foods such as cereal, yogurt and flavored milk will start in 2025. By 2027, added sugars will be limited to no more than 10% of total calories per week in the school meals. The new rule also trims sodium in kids' meals.

The number of U.S. births fell last year. It was the lowest count in more than 40 years. A little under 3.6 million babies were born in the U.S. in 2023, about 76,000 fewer than the year before. The Centers for Disease Control and Prevention released the provisional statistics on Thursday. Birth rates have long been falling for teenagers and younger women, but rising for women in their 30s and 40s. But last year, birth rates fell for all women younger than 40, and were flat for women in their 40s.
